In Nagast there is no law but the will of Melek. Even though his commands may be self-contradictory and senseless, all the alfar still try their best to follow these laws, which seldom give an explanation in any situation. In spite of the fact that he often shows some insane tendencies, Melek is in fact an awesome strategist who broods on the future of the alfar and Agon. He has his ambition in his plan in the long term. However his complete involvement in his plan makes him care less about the status quo of the alfar and leave it all by itself.
Melek has no appreciation for the week, the idle and even the mediocre. Therefore Nagast society centers on a continual process of well-operated poll which thrives the strong and ends the week. The major responsibility of the Horned Circle priesthood is to maintain Melek's plan of eugenics. This staffs are closely familiar with Melek's standard for selection.
